Since February of 2022, the world has watched the war in Ukraine unfold causing massive damage throughout the country. Archives and other memory institutions have also suffered damage during the bombardments and remain under potential threat. The International Archives community has worried about its colleagues in harm’s way. Many archivists have asked about response efforts and how we can protect archives at risk in time of conflict.
This presentation will discuss the role of ICA, its partnerships with Blue Shield, UNESCO and other sister organizations during times of military conflict. It will outline the response efforts that have taken place as well as those that are in the planning stages. This presentation will explain the international cooperation and stakeholders’ networking to collect information, as well as how to create strategies to protect archives at risk.

Emilie Gagnet Leumas, PhD is a certified archivist, certified records manager and fellow of the Society of American Archivists. She has more than 25 years of experience in the field of archives and records management. Leumas holds leadership positions in national and international archives organizations, including chairing the ICA Sections, ICA Expert Group on Emergency Management and Disaster Preparedness and representing ICA at Blue Shield International. Leumas received national and international recognition for her efforts in disaster recovery after Hurricane Katrina. She has participated in recovery efforts after local and regional disasters, especially those related to flooding in south Louisiana. She has presented conference papers, facilitated workshops and guest lectured at local, state, national and international meetings on subjects including disaster recovery, risk management, salvaging wet records, protecting cultural heritage, archives management, and records management.
